The problem of the essence and parameters of the transition to a modern democratic society in the context of political development of the early XXI century was outlined. Through the analysis of expert opinions and sociological survey data identified a significant discrepancy between the existence of formalized mechanisms for the development of democratic cooperation between government and citizens and the lack of influential results of such activities. The conclusion about the need to develop the principles of trust and control as basic in creating communicative interaction between government and citizens was substantiated and the directions of their formation were suggested. During the analysis of the principles of counteraction to information aggression by the Russian Federation the analysis of basic legal bases on maintenance of information security and counteraction of information aggression by the Russian Federation in the Ukrainian legislation was presented, the main features of framework regulations of Ukraine on protection of information sovereignty were established. The psychological aspect of information warfare was considered. The propaganda is the leading component used by the Russian Federation to manipulate the mass consciousness of the international community, its own people, citizens of Ukraine, the occupied population of the occupied territories.
