That model is based on integrating instruments and levers of fiscal and monetary regulation, including establishing appropriate values of revenues, expenditures, budget deficit and public debt taking into account macroeconomic processes and reserves stability of the public finance system. Approaches to the formation and implementation of fiscal policy in the context of increasing the influence of globalization on the domestic economy, given the feasibility of deepening the level of coordination of monetary and fiscal policy, adaptation of the financial model to institutional changes in the global economy, enhancing a system of state support for exports. The methodological bases to develop budgetary policy's regulatory mechanism in the sphere of revenues, expenditures, deficit, and public debt are proposed; provisions on the main directions of the financial policy of economic development in the medium term, taking into account the economic cycles; institutional principles of financial regulation of innovation processes; the essence of the formation system of public financial assurance for sustainable development. In the paper, we developed the provisions to increase fiscal policy's innovation potential in the medium term. Approaches to the implementation of inter-budgetary relations in terms of fiscal decentralization are further developed. Also, we disclosed the economic essence of financial policy as a component of the economy's state regulation system. Statements to the tax policy formation mechanism in terms of tax administration, use of tools to stimulate small and medium enterprises are improved.
