The purpose of the research is the justification of the conceptual positions of the state regulation system in due to the formation of a competitive electricity market in Ukraine. Research methods - theoretical generalization, analysis, synthesis, system analysis, expert assessment, economic and mathematical modeling, target programming. Scientific and technical results: theoretical aspects of the state policy formation on the national electricity market; methodical recommendations about the management of state-owned electricity market participants; systematization of state regulation functions on the national electricity market; theoretical and methodological positions for the formation of a competitive electricity market model; conceptual provisions for capacity market organisation on a competitive basis; methodical recommendations for the implementation of state regulated prices on the electricity market. The results of scientific research were used by the Department of Economics and International Relations of the Kharkiv Regional State Administration. The developments are based on the results of previous researches and have a relationship with previously completed work by topics: "Organisational and economic mechanisms for the implementation of innovative and technological policy for the development of the energy sector of Ukraine", 2015, registration No. 0116U004392, "Justification of structural changes in the energy sector and the possibilities of its modernisation" , 2016, registration No. 0117U001757, "Justification of the liberalisation mechanism of the Ukraine energy market ", 2017-2018, registration No. 0117U001756. The results of the work are recommended to be used for determining the structure and functions of state regulation and for designing a competitive electricity market model of Ukraine.
