The purpose of the study is to form theoretical and methodological principles and practical recommendations for the development of production and use of bioenergy crops in the context of low-carbon development of the country. Research methods - theoretical generalization, analysis, synthesis, systems analysis, economic and mathematical modeling, target programming. Approaches to the classification of bioenergy crops and products of their processing according to their technical and technological characteristics are substantiated; the experience of solid fuel application is generalized and the most promising ones for production are determined taking into account the available resource base; a methodical approach to the analysis of energy flows of solid fuel is developed and on its basis the structural analysis of energy balance of solid biofuel is carried out; an analysis of the properties and conditions of growing energy crops based on the results of which identified promising species for cultivation in the country; the analysis of the current system of normative-legal stimulation of development of energy biomass production is carried out; the concept of production and use of bioenergy crops in Ukraine is developed; a methodical approach to assessing the production potential of solid biofuels has been developed; a methodical approach to substantiation of technical and economic characteristics of the industrial complex for growing miscanthus and production of solid biofuels has been developed; the methodical approach to the substantiation of economic expediency of development of cultivation and processing of miscanthus in solid biofuel is developed; the technical and economic characteristics of the industrial complex for growing miscanthus and solid biofuel production have been developed and the price for it has been substantiated.
