The object of research is the process of structural and technological modernization of heat supply of large cities of Ukraine. The purpose of the study is to develop a basic model and basic measures for building a heat supply system in large cities of Ukraine. Research methods - statistical, theoretical generalization, analysis, synthesis, systems analysis. The most important results of the study and their novelty: a basic model of heat supply has been developed, which includes the city's heat supply management system, subsystems of consumption, transportation (distribution) and heat production; a methodical approach to determining the economic effect of the implementation of measures to modernize the district heating system is proposed; substantiated the sequence of building a basic model of district heating, focused on the advance of work to improve energy efficiency, which involves the introduction of medium- and long-term planning of heat supply system, interaction of producers and consumers of heat and local governments. Proposals for determining the components of the basic model of heat supply of a large city and measures for its implementation in a critical state of the district heating system are of theoretical importance. The practical significance of the obtained results lies in the determined sequence of construction of the heat supply model and the application of the main provisions of the model for the development of the heat supply scheme of a particular city.
