The research is devoted to the quality improvement of the software development process (SWDP) based on the development of an optimal program for promoting a software development organization to a higher maturity level of SWDP, using the Capability Maturity Model Integration (CMMI) and the rolling planning method. The study is based on the integrated usage of the following methods: systems analysis theory and software systems quality engineering, which allow to solve the problem and in terms of TQM technology to identify the object of study - software development as one of the components of software quality management; utility theory, on the basis of which the target functions of static and dynamic models of software quality improvement are built; mathematical programming (methods: sequential analysis of variants, branches and boundaries, multicriteria optimization), which is used in solving Boolean and discrete programming problems, problems with additive objective function, multicriteria problem of current planning to improve the quality of software; theories of decision-making and modeling of business processes in the development of information technology to support decision-making in the formation of a plan-program to improve the quality of software. The scientific novelty of the work based in the formulation and solution of the urgent problem of improving the software quality by developing a rational program to promote the software of the organization to a higher level of maturity. As a result of its solution new scientific results are received. For the first time, a method was developed to solve the problem of increasing the level of maturity of the organization's software on the basis of rolling planning, which allows to improve the quality of software development.
