Research methods - empirical-theoretical and theoretical methods: analysis and synthesis of data, modeling of the management system of biosafety and biosecurity in research and diagnostic institutions of the veterinary profile; generalization, description, and interpretation of the obtained results. The analysis of 42 national and international normative-legal and normative documents, 3 textbooks in the field of biological safety and biological protection is carried out. The state of development is determined and the main directions of formation of the biosafety system in the world are investigated, the prospects of ensuring biosafety in Ukraine are analyzed. The data of the international classification of emerging animal diseases in the world are processed. The general algorithm of control of emergent animal diseases is formulated, which is based on the following principles: awareness of the population of the country, prompt informing of animal owners and citizens about the threat of emergent infections and clear biosafety measures; interaction of veterinarians with the population, in places of potential threat; availability of a protocol of actions, methods, and means of prevention, qualified personnel, a mechanism for compensation. An analysis of 23 international and national regulations on biosafety and biological protection in the microbiological laboratories and proposed a scheme for creating a management system for biosafety in research and/or diagnostic laboratories, which provides for the development and harmonization of EU requirements and OIE policies and regulations to ensure an appropriate level of biosafety in testing.
