The European Council on Environmental Law (EREP) in its resolution abolished that "no person can be deprived of the right to the amount of water he needs" to meet his initial needs, ie a person is guaranteed by the state the minimum water needed for life and health , which meets the basic needs for water for life, cooking and personal hygiene, as well as for family farms. This problem is inseparable from the general objectives of conservation and reproduction of water resources, improving water quality and ensuring their environmental safety in use. Ways and means to address this issue are reflected in the Water Code, Directive 2000/60 / EC of the European Parliament establishing a framework for joint action in the field of water policy (WFD Water Framework Directive) and other documents.
