The purpose of the study is to form a scientific and methodological support for the innovative development of irrigated agriculture management at the rural level. Proposals have been developed for: improving the management of irrigated agriculture at the local level, taking into account the best world practices; scientific and methodological principles of transferring control of local irrigation systems to the association of agricultural water users; guidelines for the development of irrigated agriculture management at the local level. Scientific novelty of the research results: deepened theoretical and methodological principles of innovative development and transformation of irrigated agriculture management system at the local level in terms of market turnover of agricultural lands, increasing their efficiency and adaptation of agricultural production to global climate change and growing scarcity of natural resources.
