The object of the research is the organizational and economic relations that arise in the process of reforming the lifelong learning system in Ukraine in order to prevent labor emigration. The aim of the work is to develop a cooperative model of an institutional partnership aimed at forming an effective lifelong learning system in Ukraine to prevent labor emigration. Within the framework of this research, a set of tasks has been solved, which consist in development of a descriptive model of verification of the main factors of the functioning of educational, demographic-migration and social-labor environment and institutional factors determining the dynamics of labor emigration; identification and quantification of factors that contribute to and hinder the outflow of qualified personnel and the outflow of competencies (brain drain); empirical retrospective evaluation of the experience and formalization of cases of advanced countries on the implementation of comprehensive programs and projects to reform the lifelong learning system (regional budget programs, dual education, adult education, etc.) to prevent labor emigration; identification of causes of labor emigration based on a combination of descriptive model and empirical and retrospective evaluation of lifelong learning systems, and trends in the further development of educational, demographic, migration, and social and labor environments.
