Research methods: financial theory; balance sheet; comparisons and statistical analysis; formalization; forecast; method of expert assessments.The substantiation of approaches to determining the effectiveness of fiscal regulation, institutional foundations, models and tools for fiscal stimulation of structural changes in the agricultural sector of the economy, conceptual foundations of fiscal regulation of the development of the agrarian sector of the economy, taking into account the EU acquis have been carried out.The theoretical and methodological basis for the modernization of the system of fiscal regulation of the development of the agrarian sector of the economy in the context of integration into the European economic space has been developed. Improvement of the regulatory framework on fiscal regulation of agricultural development is proposed. Conceptual provisions for reforming the system of fiscal regulation of the development of the agricultural sector have been developed, with the key idea that the growth of the agricultural sector of Ukraine is possible only if a favorable fiscal policy is carried out, the formation of an appropriate competitive environment, ensuring the stability of producers' incomes and simplifying their access to the markets of financial resources through the use of effective budget support programs and incentive mechanisms for taxation. The research results are recommended to state authorities, financial and credit institutions, regional state administrations, public agrarian organizations, and agricultural enterprises.
