The purpose of the work is to develop and substantiate a method for quantitative comparative assessment of the degree of harmonization of the legislation of the EU and Ukraine on biodiversity monitoring. Research methods - a complex of general scientific (analysis, synthesis, comparison, generalization) methods was used. Departmental and information sources, expert assessments, structural and logical generalizations were used. Based on the results of the studies performed using the method of analysis of systems and the method of analysis of Saaty hierarchies, a method of quantitative comparative analysis of legislative acts in the field of monitoring biodiversity was developed according to the criteria for the quality of the content of laws and the importance of its application in the natural conditions of the countries of implementation, and a criterion basis for assessing the quality of the content of a typical legislative act was provided. A list of factors and accompanying criteria for assessing the importance of the application of legislative acts in the natural conditions of countries is considered. The results of the work should be used in the development of informed management decisions regarding plans for the implementation of acts of EU legislation in Ukraine, which should ensure a higher efficiency of their development.
