Scientific and methodological bases of irrigation planning in modern conditions of agricultural production are developed on the basis of “on-line” monitoring of processes in the system “soil-plant-atmosphere”, which is based on the criterion base of decision-making system. As a result of research it is established that the general criterion of irrigation management becomes the criterion of general resource efficiency, which ensures the minimization of resource use in terms of achieving economically and environmentally sustainable management. The chain of resource efficiency includes the following components: substantiation of the optimal irrigation long-term program, including determination of priorities of modernization of technical infrastructure; annual water consumption planning; operational management of irrigation, taking into account the spatial variability of natural and economic conditions of irrigation (the state of crops biomass; the dynamics of humidity in the root layer of the soil and the temperature of the vegetation surface during periods of extreme daytime temperatures). As additional management criteria were used indicators of the actual dynamics of crop biomass, which is determined by space images and the results of its forecasting by the model of crop production process taking into account the patterns of energy and mass transfer in the system "soil-plant-atmosphere", use of moisture transfer models. The monograph "Methodological principles of resource-efficient irrigation planning" was prepared. The new knowledge will increase the efficiency of irrigated land use by up to 10%.
