The object of the research is the process of protecting important state facilities based on covert observation of the situation in the zone. The purpose of the work is to develop principles and ensure the secrecy of the actions of law enforcement forces relative to ground and surface targets of the enemy using external active illumination by cellular transmitters, radio-television and navigation systems. Research methods - analysis, synthesis, modern economic and mathematical methods, mathematical modeling of complex systems and solving optimization problems. The result of the work is: - substantiated general structures of a bistatic covert surveillance system in the protection zone of important state facilities using external illumination; - reasonable requirements for the geometric and energy characteristics of the spaced-apart system for detecting ground and surface objects. The results of the research work are planned for use in the work of the Main Directorate of the National Guard of Ukraine and for use in the educational process of the National Academy of the National Guard of Ukraine. The research was carried out according to the plan of the research work of the department of armored vehicles of the National Academy of the National Guard of Ukraine.
