The choice of methods is carried out, it is most expedient to use it for modeling and forecasting investment and innovative development of the food industry in an unstable economy. A forecast of the volume of capital and foreign investments and expenditures on innovation has been developed. An assessment of the socio-economic situation and the potential of self-sufficiency with the main food resources of a particular region is carried out, which is implemented on the example of the Zhytomyr region. The features of integration processes in the food industry have been substantiated, European mechanisms for ensuring the quality of food products in value chains and the possibilities of their implementation in Ukraine have been studied, the role of the innovation factor in ensuring international scientific and technical cooperation has been substantiated. The share of food losses at the stages of value chains of certain types of food was revealed. A methodological approach to assessing the effectiveness of forecast expectations regarding the use of the innovative and investment potential of the food industry in Ukraine and proposals for organizing the interaction of government, business and science structures aimed at enhancing the innovative and investment activities of food industry enterprises has been developed. Instruments of budgetary and non-budgetary financing of innovative activities of food industry enterprises are proposed.
