For point sources of surface water pollution, scientifically sound proposals are being developed for the procedure and methodological means of identifying and establishing mixing zones (MZs) for return water, which ensure the transition to a European water quality assurance system in the part regulation of discharge polluting sustances (PS). The sub-institute of RDPof the water legislation of Ukraine and the EU environmental legislation has been identified and investigated as an important environmental legal object. The main constituents of the RDP is considered: definitions and conceptual apparatus, MZ of substances with water of water bodies. The analysis of acts of environmental legislation and EU governing documents, legislative and by-laws of water legislation of Ukraine, guidance and methodological documents related to the RDP and MZs has been performed. There were significant differences between the European and Ukrainian environmental and legal requirements for the MZ at the discharge of the PS, errors and shortcomings of the relevant by-laws of Ukrainian water legislation and guidance documents have been identified.Changes and directions of step-by-step implementation of European requirements to PP in the Ukrainian water legislation are offered, the main of which is reception of basic concepts and transition to legal regulation of discharge in order to achieve ecological standards of water quality.
