The purpose of the work is to improve the environmental safety of projected activities at the stage of developing and approving plans and programs through the harmonization of Ukrainian environmental legislation with the European one, in particular as regards the adaptation of public planning and environmental management to the approach adopted at EU level. Research methods - analysis of the legislative and regulatory-methodological base of strategic environmental assessment (SEA) and practical application of methods of comparison of options of state planning documents by environmental criteria synthesis of constituent elements of the studied materials in the development of a new recommendation document. Results and their novelty - for the first time in Ukraine, a hierarchy analysis (IAI) method has been proposed and validated to select options for the planned SEA activity according to a procedure that meets the requirements of the Law of Ukraine “On Strategic Environmental Assessment”. Created a custom software product for implementation on the personal computer of the IAI algorithm as part of the SEA procedure. An example of implementation of recommendations with the use of MAI in the implementation of the SEA "Environmental Protection Program of Kharkiv for 2021-2030" is given.
