The purpose of the study is to increase the efficiency of management of production and service processes based on the optimization of decisions. Methods of system analysis, analysis of hierarchies, assessment of the importance of optimality criteria are used. The results of development of mathematical, information and software for solving problems of optimal control of parallel processes of industrial production on the example of modeling of control processes of electricity production and information processing by virtual machines in the environment of cloud computing are offered. The solution of the problem is determined on the basis of selected criteria that determine the level of costs for the volume of work, the amount of resources required, the execution time of orders, etc. The results of information technology development are presented in the form of a web application. The application of the proposed approach allows to obtain a rationale for the decisions made and to conduct their research in real time.
