The purpose of the study is to substantiate the theoretical foundations and methodological provisions of the formation of social standards of the new quality of life of the population of Ukraine. Based on the analysis, the problems of the process of formation of social standards and the existing contradictions in the legislative field of Ukraine are identified. Factors that hinder the transition to the targeted principles of providing social assistance and ensuring a state-guaranteed minimum income have been identified. The ambiguity of the interpretation of the content of the concepts of level and quality of life is revealed, a four-stage system of distinguishing between their objective and subjective dimensions is proposed. A conceptual approach to the formation of social standards of a new quality of life in Ukraine has been developed, which provides for the direct provision of citizens and indirect impact on the welfare of citizens through tariff policy in the field of social insurance and benefits. The directions of actualization of social standards by expanding the list of goods and services and optimizing their use for providing social guarantees are substantiated.
