Research methods - a systematic approach to the study of the hydrodynamic system "precipitation - catchment area - river runoff", GIS analysis of geospatial data, methods for estimating hydropower potential taking into account transformational climate change and river water levels in river basins of Ukraine, statistical analysis, modeling and forecasting hydrometeorological characteristics, forecast estimates of hydropower potential of rivers. The paper analyzes the conditions for the development of hydropower (including small) in Ukraine. The assessment of the hydrographic network by the areas of river basins of the study area was carried out. The analysis of water runoff and conditions of its formation is carried out. Climatic conditions and their influence on the formation of river water runoff are analyzed. A modern map of water runoff of rivers of Ukraine was built and its accuracy was assessed. Predictive estimates have been made according to the stochastic regularities of long-term fluctuations of water runoff. The forecast of river water runoff is made on the basis of modern scenarios of climate change. The calculation of the general, ecologically admissible and technically possible hydropower potentials of the rivers of the river basins of the studied territory is executed, the corresponding maps are constructed. According to the data on the hydropower potential of 4630 sections of 1824 rivers of the river basin districts of Ukraine, a map of the distribution of the hydropower capacity modules of the rivers has been created.
