The goal of the work is to build theoretical and methodological foundations of competence development for educational personnel in intellectual property (IP) and develop appropriate technology, providing the education institution transition into an innovative development mode. The object of study is a process of continuing professional development of educational personnel in IP. The subject of study is theoretical and methodological foundations for ensuring process of educational personnel in IP. The results: - each component of educational personnel competency in IP, the organizational and administrative block in the competency structure of the head of a secondary education institution in IP according to the current one have been highlighted; - the specific models of continuing professional development of educational personnel in IP have been developed as well as their content and module methodical support. The tools of qualimetry approach have been applied to create factorial - criterial models for the evaluation of the individual competencies development in IP; - the methodology of transfer of pedagogical and management technologies as a new modern method to improve the professional competencies of educational personnel regarding IP rights has been developed, establishing the right to use the objects of IP, to transfer technological documentation, information exchange, to engage the skilled personnel; - the essence and content of personnel competencies in IP as part of their training have been defined, the types of legal relations in IP at higher education institutions have been detailed, the lines of academic responsibility and IP rights have been established.
