The state of the basin, hydrological characteristics, main pollutants are described. The structural and functional scheme of the system model for integrated water management and development of environmental responsible actions is given. Estimation criteria for policy evaluation are formalized, ecosystem approach for development of the State Water Monitoring and monitoring efficiency activities of the water management system are proposed. Formalization of the system model of the Inhulets river basin is completed, operative control of flushing based on pulse method within the combined system is developed, modeling and scenario analysis of Inhulets river flushing are carried out, balance regularities and parameters of the river flushing are defined. According to research finding the Inhulets River basin system model for integrated water management and Methodical recommendations for the development of environmental responsible actions when preparation of Inhulets River Basin Management Plans are developed.
