The study aims to develop theoretical and methodological foundations of financial inclusion and to substantiate proposals for its deepening in Ukraine. The general scientific and special methods of scientific cognition were used. During the second stage of research, the role of regulation to deepen financial inclusion was revealed. Methodical approaches to calculating the level of financial inclusion of the population and SMEs in Ukraine according to the coefficients of access, use and quality are proposed. The level of access to financial services through the disclosure of technological capabilities of banks is determined. The comparative assessment of ownership and use of accounts by the population in financial institutions by groups was conducted. The analytical review of the penetration indicators of banking and non-banking financial services is presented. The assessment of the involvement of SMEs in Ukraine in the financial market was conducted. The role of financial literacy and digitalization of financial products as tools for increasing financial inclusion is substantiated. The novelty is that the approach to the definition of "financial inclusion", which is based on the connection with the concepts of "inclusive development" and "socio-economic development", has been further developed; approaches to the collection of qualitative and quantitative statistics at the level of "demand" and "supply" for financial products reflected; formulated recommendations for assessing the level of financial inclusion in Ukraine; proposed approach to assessing the indicators of sub-indices of financial inclusion of SMEs, as well as an approach to assessing the level of financial inclusion of the population using the aggregate index of financial inclusion by access, use and quality.
