The object of research is the historical, organizational, managerial and pedagogical bases of improving the system of training athletes. The subject of the research is the process of improving the construction and management of the system of training athletes at the central and regional levels. Research methods: study and analysis of literature sources; analysis of documentary materials; survey in the form of a questionnaire; method of expert assessments; pedagogical design; organizational and pedagogical experiment; psychological testing; methods of mathematical statistics. The conducted researches give the following scientific result: - substantiated scientific-theoretical, organizational-methodical and legal bases of realization of innovative management technologies for improvement of system of sports in Ukraine, including its regional level. - the concept of management of the modern system of preparation of sportsmen on Olympic sports is developed; - developed technology for the formation of a modern system of training athletes in Ukraine, which in the case of its practical implementation by relevant state and public organizations of sports management will increase the skills of Ukrainian athletes before the next Summer Olympics in Paris, France (2024); - developed principles and general methodological provisions for the effective operation of the state body for the management of physical culture and sports (now the Ministry of Youth and Sports of Ukraine), as well as the All-Ukrainian federations in terms of reforming the field of high-achievement sports; - scientifically substantiated features of improving the development of sports at the regional and local levels; - scientifically substantiated approaches to improving the development of sports in the conditions of united territorial communities.
