Therefore, the development of a single exchange file for the territory of the territorial community when creating a comprehensive spatial planning plan, in accordance with the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on Land Use Planning" is questionable and difficult for developers; it is proposed to develop exchange files separately for each functional zone within the territory of territorial communities. In this case, the functional zone is defined as the territory within which only a limited list of types of land use is possible; it is substantiated that within the functional zones should be determined layers of geospatial data that have a direct impact on restrictions on land use, by analogy with the exchange file in the development of normative monetary valuation of settlements.
