It is shown that little attention is paid to the issues of effective design of storage facilities and assessment of thermal modes of spent fuel storage. The concept of "thermal safety" of SNF storage was introduced and the problem of creating safety assessment methods taking into account various factors throughout the life cycle of dry SNF storage was set. The necessity of taking into account thermal modes of fuel storage at the stage of choosing the location of spent fuel storage is substantiated, a model is formed and a method of optimal placement of fuel containers on the storage site based on the use of phi-functions is created. The method of estimating the thermal state of spent fuel during long-term dry storage has been modernized. Validation of the specified models and methods is carried out.
