Risk management is performed concerning the identified hazards and includes: identification of factors that threaten flight safety; analysis of identified factors; assessment of the magnitude and acceptability of risks associated with these factors; development of means to reduce risks to acceptable levels; control of residual risks during operation. The object of the research is the socio-technical air navigation system, the subject of the research – risk factors that affect its safety. The purpose of the research is to determine the level of safety of the air navigation system and predict the occurrence of adverse effects based on a comprehensive assessment of the degree of impact of risk factors. As a result of a systematic analysis of the management environment of the aviaenterprise, the factors influencing the efficiency of aviation activities are classified and formalized. A set-theoretic method of generalization of inhomogeneous factors of the aviaenterprise’s management environment is proposed, which allows taking into account the structural hierarchy, heterogeneity, dynamic instability of factors and determining the conditions for their evaluation. Based on the expert assessment, the value of the multiplicative function of the influence of the parameters of the factors of the internal and external environment of the aviaenterprise’s management on the safety of aviation activities is obtained. The transport model of airflow optimization and the regression model of airline fleet composition optimization to minimize the cost of air transportation are considered.
