The national or regional levels are linked to the framework conditions set by national governments to ensure the efficiency of universities. The institutional level includes various activities of higher education institutions related to the development and implementation of institutional efficiency agendas. Multi-issue dimensions of higher education efficiency (real estate ownership, certification of educational programs, space optimization; centralized procurement; joint services; joint use of research assets, etc.) is highlighted. The main approaches to understanding and evaluating of the higher education efficiency (resource and value / performance based) are identified. The analysis of metrics of the European University Association, international and national rankings, national and international research publications on the problem of efficiency of higher education institutions is carried out. The indicators of evaluation of the efficiency of educational, research, organizational and financial / economic activity of higher education institutions are systematized. The evaluation of efficiency of the top ten Ukraine’s universities, which demonstrated the best indicators according to the results of admission in 2019 on the basis of the formed system of indicators is conducted. Recommendations for evaluating the efficiency of Ukraine’s universities for the national, sectoral and institutional levels are developed.
