The research subject: Economic relations that arise between all actors in the energy chain with the introduction of "smart" energy-saving and environmentally friendly innovative technologies. The aim of the study is to develop an optimization model for the development of "smart" and environmentally safe energy networks, the implementation of which will allow quantitative and qualitative assessment of the impact of financial, resource, geospatial, and time factors on environmental, economic and energy efficiency. Research methods - analysis and synthesis, statistical and regression analysis. VOSViewer 1.6.10 and Python 3.6.11 tools were used for calculations. Based on the conducted researches, the scientific results are received: 1. Relevant factors of influence on the efficiency of functioning, modernization, and construction of power networks by constructing a matrix of identification of factors of the realized logistic model are established. 2. A system of formalized data on a quantitative and qualitative assessment of the impact of financial, resource, geospatial, and time factors on environmental, economic, and energy efficiency of energy networks has been formed. 3. The formalized description of the optimization model's components, the system of constraints, and the expected results are substantiated. 4. The results of the optimization model's approbation are described; the methodical approach to optimization modeling of development of "smart" energy networks taking into account financial, resource, geospatial, and time parameters is substantiated, and the scheme of energy and ecologically efficient network is established.
