Despite the fact that scientific approaches to the formation and implementation of EA are widely discussed and deeply researched, the issues of formation of economic and organizational foundations of EA in the direction of its activation in market conditions remain almost unresolved. The conceptual essence of EA is not to identify and even more so not to statistically state the facts of abuse, but primarily to take preventive measures to prevent and stop violations of legislation, as well as to prevent potential economic losses from environmental pollution. Therefore, there is an urgent need to increase the "desirability" of the EA process in society, to stimulate the development of the EA market, to form the transparency of the EA service management system. Implementation of the provisions and methods of EA by improving the environmental passport of enterprises will create a powerful tool for monitoring environmental safety, will carry out: standardization of the reflection of environmental measures, costs in the reporting of the enterprise; more complete operational control over the activities of the EA facility under established environmental restrictions; making management decisions at the regional level based on data adjusted for the environmental factor. Today, the role and place of EA in the system of public administration in the field of environmental protection are not legally perfect, which is a consequence of insufficiently managed development in the service system and does not contribute to solving environmental problems of environmental safety, achieving positive environmental and economic effect in enterprises.
