According to the results of the study for the first time: - substantiated theoretical bases (regularities, tendencies, approaches, principles) of development of scientific and pedagogical potential of universities of Ukraine in the context of expansion of institutional autonomy , which include: conceptual basements (based on the psychological and pedagogical provisions of the theory of personality, the provisions of the theory of human capital development, the concept of excellence in higher education and research); essence and component composition of scientific and pedagogical potential of Ukrainian universities (intellectual, emotional and spiritual); principles of development of teaching, research and management competencies, evaluation and rating of professional activity of scientific and pedagogical workers (SPW); - developed and substantiated the structure of scientific and pedagogical potential of universities (potential of SPW and potential of scientific and educational environment); The theory of development of scientific and pedagogical potential of universities of Ukraine was improved at the expense of: the description of use of innovative technologies on the basis of studying and generalization of the best foreign practices; exponents and indicators for evaluating and rating the professional activities of research and teaching staff.
