The object of research is the process of spatial development of united territorial communities in Ukraine. The purpose of the research is to develop theoretical and methodological support for modeling the spatial development of the united territorial communities in Ukraine. The goal of the first stage of this research is the formation of theoretical and methodological support for assessing the state of spatial development of the united territorial communities. Research methods: system, logical, graphical analysis, synthesis, induction, deduction, method of classification, grouping, comparison, statistical analysis. The results of the study and their novelty are: - a theoretical and methodological approach to assessing the state of spatial development of the united territorial communities is developed; - resource provision of spatial development of united territorial communities is investigated; - the cognitive model of interrelation of problems of the united territorial communities’ development is constructed; - problems of legislative support of formation, functioning and development of united territorial communities in the conditions of governance decentralization are determined; - the state policy of support of spatial development of the united territorial communities in Ukraine is generalized - domestic and world experience of legislative support for the development of united territorial communities is systematized. The obtained results from this search were used in the activity of the Department of Economics and International Relations of Kharkiv Regional State Administration (reference № 01-25 / 4667 dated 21.12.2020).
