The subject of research is theoretical, methodological and practical aspects of the formation and development of the digital economy. The purpose of research is to develop the theoretical aspects of the digital economy, develop scientific and methodological approaches and practical recommendations for solving problems of digital economic transformation, financial and real sectors, public administration and social institutions in a post-industrial society. The report disclosed the objective foundations, essential characteristics and highlights the categorical features of the digital economy. The comparative analysis of conceptual approaches of the countries of the world concerning definition of preconditions, problems, threats and the accepted strategic movements concerning formation of digital economy is carried out. Based on the basic theoretical concepts, namely the provisions on the stages of civilization and the formation of post-industrial society in three sectoral models of economic system, globalization of socio-economic processes, long waves and technological systems, the fourth industrial revolution and the formation of post-industrial society, market equilibrium and market failures, it is proved that the prerequisites for digital economy are the acceleration of globalization and the formation of a post-industrial society.
