It was confirmed that in the way of knowledge exchange between scientists, business and other consumers of intellectual product there are not only organizational and methodological barriers, but also cognitive-communicative gaps, which require understanding of cognitive-communicative processes and purposeful management measures. It is shown that the domestic system of ensuring and regulating the effectiveness of science in the system of higher education lacks purposeful support of the primary scientific and applied results of creating quality and useful new knowledge, the latest domestic developments and technologies.
