The results of experimental studies of ionosphere parameters by the method of incoherent scattering are presented. The diurnal and seasonal variations of the main parameters of ionospheric plasma, features of their behavior and the results of comparative analysis with the involvement of calculations on the ionosphere models CERIM IION and IRI-2016 are considered. The results of modeling of dynamic and thermal processes in the ionosphere in the periods of equinoxes and solstices in 2017 - 2019 are presented. An updated computer version of the regional model of the ionosphere CERIM IION is presented. Typical forms of diurnal variations of NmF2 and hmF2 are given.
