The purpose of the study is to develop theoretical provisions and methodological support to substantiate the duration and cost of comprehensive reconstruction of obsolete housing and secondary construction of affordable housing, in particular through the reconstruction of non-functioning industrial enterprises that ensure efficient use of resources. Research methods: systems analysis, analysis and synthesis, methods of expert estimation, methods of probability theory and mathematical statistics, correlation and regression analysis, combinatorial-morphological analysis and synthesis, mathematical modeling, methods of organizational-technological modeling, decision theory, project analysis. Theoretical and practical results: the results of the proposed work can be used by government agencies at the state and local levels, investors, developers of investment projects, design, research organizations, enterprises and other participants in the investment and construction process, as well as persons and enterprises projects to substantiate the adopted management decisions, in particular during the contract bidding and the development of regulatory documents. Novelty: in comparison with the existing analogues, which do not allow to take into account the influence of all determining factors, the use of the results will allow to obtain an adequate assessment of the feasibility of reconstruction and secondary development projects at the pre-investment stage.
