 GDR report: 67 pages, 10 figures, 5 tables, 68 sources. The subject of the research is information technologies of organizational competence in the management of free economic development. The object of research are methods, models and means of research of organizational competence in the management of free economic development. The purpose of the research is to generalize the accumulated experience in the implementation of integrated information systems, theoretical aspects and a relatively new approach to the development of subject area planning and time parameters of university development programs. As a result of research, divergent methodologies of harmonization of decisions in the management of university development programs, as systems of principles, mechanisms, models, methods and means of organizing activities in education and science to expand the use of knowledge in related fields and apply this knowledge in management systems in education industry. Practical researches which have shown that for carrying out diagnostics of IHE and formation of the harmonized decisions in programs of development of IHE in system of higher school it is expedient to use programs of business processes which management functions are focused on the analysis of a condition of establishment and management functions providing successful and less expensive result. development of free economic relations taking into account the strengthened requirements of the external environment and the labor market.
