The system of studying linguistic regularities and tendencies of development of language and speech units of the German language is substantiated. The ratio of language and speech as phenomena that historically and culturally develop and interact is highlighted, the mechanisms of formation of the analyzed phenomena are determined. The semantics of language and speech units of the German language are outlined, its functioning on synchronous-diachronic sections is established. The main problems of modern linguistics, worldview paradigms of cognitive, communicative, functional, comparative-historical linguistics are comprehended, the interrelation of national and universal features of language, speech and speech activity is traced, features of functioning of elements and a technique of its studying are characterized. The obtained results make it possible to study the language and speech units of the German language in the plane of mental processes, to find out how tokens objectify the knowledge of the ethnos about the world around them.
