The object is the identification of problems, contradictions of development and strategic management of territories. The purpose of the work is to substantiate the scientific and theoretical foundations of strategic management of territories and to develop practical recommendations for the development of territories at macro-, meso- and micro-levels. The following are the general and special methods used in the research process: generalization, logic, synthesis, analysis; system analysis, comparison, modeling, etc. The development of a certain territory lies in the plane of clear determination and defense of one's own economic interests. At the same time, no less important task of effective functioning of a regional socio-economic system is to identify and balance the economic interests of all economic entities in a region, finding their common goals and objectives that can guide the economic progress of a region as a whole. An important driver of these processes is the decentralization, aimed at reconciling the interests of different levels of government, local governments, revitalization of population and business environment at the local level, which are the main carriers of economic interests in a region. In view of the above, in modern conditions the need to develop an institutional basis and practical mechanisms for determining interests, leveling the main contradictions and balancing the interests of all economic entities in the region - government and local government, population, business, civil society institutions are critical.
