The model of adaptive management of information and communication system resource redistribution was developed, which allows to centrally provide effective distribution of common resources in the process of emergence of new services and changes in the significance of their business processes based on the changing intentions of users. The method of adaptive customer-oriented service of information flows in the nodes of IBN network has been developed, which allows users to influence indirectly the functional configuration of the network, and with the use of machine learning to respond to adverse combinations of values of quality indicators and prevent situations when the user is not satisfied with the quality of services received for adaptive forecasting of the moment of reconfiguration of the network.
