In the research work, on the basis of the analysis of the state of the art in the practice and theory of project management of fire extinguishing systems, the goal and objectives of the study were determined. The scientific and methodological foundations of the initiation of projects for the creation of systems for fire protection of objects and fire suppression, taking into account the risks, are considered. At the same time, certain signs of projects for the creation of systems for fire protection of facilities and fire suppression and the relationship between them. Criteria for optimizing actions in fire suppression projects were established and the structure of the processes for initiating projects for creating fire protection systems for facilities and fire suppression with an assessment of their risks was determined. The features of systemic risk management in projects of fire extinguishing systems and reasonably responses to risks in projects of creating systems for fire protection of facilities and fire suppression are considered. For risk management in projects for the protection of objects and territories from fires, appropriate models and methods have been developed. These models included and developed: 1) a risk assessment model in projects for the creation of fire protection systems for facilities; 2) a model of the life cycle of fire suppression projects; 3) a model for initiating fire suppression projects based on risk assessment. In addition, methods were developed: 1) a method for assessing the risks of actions in fire suppression projects; 2) a method for determining the cost of funds for material resources of projects for creating fire protection systems for city facilities; 3) a method for quantitative assessment of risks in fire suppression projects.
