BUDGET FUNDS, RELATIONSHIP BETWEEN EFFECT AND COSTS, EXPERT CONCLUSION, ECONOMIC EFFICIENCY, EFFICIENCY CRITERIA, JUDGMENT DECISION The object of the study is public relations that arise in the process of forensic experts of research institutions of forensic examinations of the Ministry of Justice of Ukraine on the return of funds to budgets by court decisions. The purpose of the work is a systematic analysis of the economic efficiency of forensic research in terms of returning funds to the State budget by court decisions. Research methods - general scientific methods (dialectical method, methods of logic, observation, description, analysis, synthesis, induction, deduction, modeling, etc.), separate and special methods of forensic examination, logical-analytical-qualitative analysis of case materials, documentary verification and comparison, economic modeling. Theoretical and practical results are a theoretical generalization and solution of a scientific problem, which consists in the development of theoretical and methodological bases for the use of forensic examinations as an evidence base that allows to return funds to the State Budget. The effectiveness of forensic research was determined taking into account the costs of forensic activities for its scientific, methodological, technical and material support and the amount of funds returned to the State Budget by court decisions, which take into account the conclusions of forensic examinations. The novelty of this work is that it is the first in Ukraine thorough study of the economic efficiency of forensic research and further use of forensic conclusions in court to make decisions on the return of funds to budgets, determining criteria for evaluating the effectiveness of forensic expert and his expert research .
