The purpose of the work is to develop and scientifically substantiate methodological principles, methodological approaches and practical recommendations for financial and economic development of the region and the country as a whole. Research methods - a set of general and special methods of cognition of theoretical and methodological and conceptual foundations, in particular: dialectical and system-structural methods; methods of economic, statistical and functional analysis; computational and analytical methods of observation and system-functional approach; formalization of complex structures and system-situational approach; methods of optimization, extrapolation, formalization, factor analysis and simulation; dialectical cognition, generalization and scientific abstraction; grouping and systematization; graphic and tabular methods. The study was conducted in several main areas: analysis of the financial and economic situation in Ukraine; methodological tools of research and directions of optimization of the banking system at the regional level; model of financial equalization of budgets in the conditions of decentralization at the regional level; the mechanism of financial support of the budget process in the conditions of interbudgetary transformations; methodological support of directions of sustainable development of economic entities.
