Recommendations were developed for the introduction of effective tools to encourage industrial enterprises to implement energy efficiency measures, reduce greenhouse gas emissions and pollutants, taking into account the existing regulatory framework, the requirements of EU legislation and best management practices. Categorization of administrative costs for the establishment and ensuring the functioning of the greenhouse gas emissions trading system (ETS) and identification of factors influencing these costs allowed to assess the level of costs for the introduction of ETS in Ukraine and offer recommendations for their optimization taking into account the peculiarities of the administration of the carbon tax in Ukraine.
