The objects of the study are the structural and technical conditions of wheeled vehicles during their technical operation, organizational and production relationships that have developed within vehicle roadworthiness inspections. The purpose of the study is to develop recommendations for scientific justification of draft laws, regulations of the Cabinet of Ministers of Ukraine and central executive bodies on the technical inspections of the vehicle roadworthiness. The research method is based on analyzing EU legislation, EU Commission’s working documents, adopted in 2012-2019. The peculiarities in the application of the Directives 2014/45/ЕС, 2014/47/ЕС, 1999/37/ЕС for vehicle roadworthiness are described, in particular, relating to registration documents. The general requirements to the personnel of inspection stations are substantiated, the list of several positions is presented, with qualification requirements to each of them. Prospects for the EU automotive industry development and their impacts on the vehicle technical operation are analyzed. Attention is paid to the transition to electric vehicles. Based on the analyzed information, an extended classification of wheeled vehicles has been developed. The results of the study can be used to prepare normative and methodological documents, analytical materials in the state transport safety regulations by transport enterprises, institutions, and organizations of Ukraine, which regulate, operate the vehicles and/or perform periodic and roadside vehicle inspections.
