The purpose of the work is to carry out a comparative analysis of socio-humanitarian development of the regions of Ukraine and based on its results scientifically substantiate practical recommendations and proposals for equalization of social and humanitarian development of regions on the basis of deepening reforms to decentralize power and local self-government. The novelty of the study is that for the first time: the expediency of using in the national system of assessment of social development of regions an integrated approach based on the concept of social cohesion, understood as ensuring the rights of everyone and achieving social well-being through the joint responsibility of all social development actors; formulated an approach to overcoming territorial disparities and inequality in the distribution of social benefits by transforming the system of financial equalization by expanding the estimated financial base, taking measures to implement socio-humanitarian and cultural rights of citizens in decentralization and deconcentration of power; substantiated proposals for the development of a national system for assessing the social development of regions and the implementation of interregional comparisons, based on an integrated approach, creating an appropriate system of indicators as a tool for analyzing regional problems and developing effective management decisions; a methodological approach to clustering the regions of Ukraine according to the degree of investment attractiveness for the development of their social potential has been developed.
