The first time: the structural and functional restructuring of the public administration system in the context of modern changes is analyzed; the positions of the influence of effective public administration on the achievement of a high level of public trust are substantiated; the expediency of practical application is proved and the limits of use of innovative approaches – institutional, axiological, archetypal in theoretical, methodological, methodical and organizational-practical procedures of the subject of research are outlined. Improved: methods of diagnosing changes in personal and social identity by refining it and adapting to the specifics of public administration; systematization of methods of interdisciplinary scientific public trust in the context of effective public administration. Was further developed: understanding the term «effective public administration» as a process of transforming established formal and informal norms of interaction into formalized legal provisions that provide a strategy for reforming public administration not only in the structural and functional, but also in the value context; − the specifics of the subject of modern society, which is that public trust is a type of value, which naturally legitimizes the management activities of the holders of state power.
