The purpose of the work is a theoretical and methodological substantiation of the problems of functioning of united territorial communities in Ukraine and providing practical recommendations for managing their development. The following general and special methods were used in the research process: generalization, logic, synthesis, analysis; system analysis, comparison, modeling, etc. Based on the results of the scientific substantiation of the theoretical and methodological principles of development management of the united territorial communities of Ukraine, the main problems of their development during the decentralization reform are identified and key areas for solving these problems are proposed. The work further developed the financial support for the functioning and development of united territorial communities, which will create economically and financially viable territorial communities in Ukraine. The toolkit of intensifying public participation in the management of the development of united territorial communities is proposed, the use of which will ensure the principles of transparency and openness of local authorities, expand citizens' access to public information, development and improvement of local self-government in the context of reforms. The conceptual model of formation of corporate culture of united territorial communities is developed in the work, the peculiarity of which is the allocation of communicative project as an important tool of formation of corporate culture of communities.
