To visualize the results of modeling the optimization of the synergetic effect from the use of economic policy instruments, a technical task for creating a software package has been developed. Improved scientific principles for determining indicative indicators of interaction between the central bank, ministries, government (indicators of qualitative and quantitative economic analysis); methodological tools for studying the role of the regulator in ensuring the country's economic growth by using the method of structural modeling. It is shown that the central bank, directly and indirectly, influence the economy of the country through the instruments of monetary policy, and the connection between the activities of the regulator and the state of the economy is confirmed; methodical approach to the identification of positive and negative factors influencing the functioning of the Bank for International Settlements in the context of global pandemic challenges, which allows forming a system of financial support for anti-flood measures; an understanding of the essence of the problem of making agreed on decisions in Ukraine at the state level, including as due to the politicization of the choice of candidates for public office, unprofessionalism, and the lack of an effective decision-making mechanism in case of conflict of goals.
