The priorities of economic development and cooperation of territorial and economic systems at the basic level are determined: maximization of added value and formation of chains of internal support of its reproduction, participation in interregional and international economic exchange on the basis of effective usage of local resources, increase of functionality, innovation and budgetary capacity; which are selected on the basis of network modeling, systemic, institutional analysis, and in accordance with the provisions of European regional policy and direction #4 of the Concept of local government reform in Ukraine - formation of economic and material base for the development of capable territorial communities. The importance of this stage in the research is to develop the analytical basis for the study of the state and prospects of economic development and cooperation of regions and communities for the next stage of the research that will develop the appropriate mechanisms.
